I don't know what React Energy does, so I can't say much...

react energy does nothing itself, but it benefits some pkmns from LM.

for the card: 5/10

OK body for a basic, good starter card: 1st attack = hax, no coin flip, and stops basics from attacking while do 10 for 1*, BUT most decks play evolution cards on the 2nd turn.
G** for 30 = crap!
60HP: OK for basic w/o evo
1RC: average stuff for basic.
