Many mugshots used in pokemon fan games are just modified versions of the original ones. It becomes kinda tiring to see the same faces and poses over and over again. Why not try to draw some completely new mugshots?
Here's some mugshots templates I made using PS so they are in psd form.

Now I'll demonstrate a little bit how to use these templates for those who are not really familiar with drawing mugshots.

Step 1.
Fill the background layer with background color. Then go to the template layer and fill the skin color.
Step 2.
Then the eyes part.
Step 3.
Make the eyes more lively and add some shadows on the face.
Step 4.
Create a new layer for the hair. Draw a draft of it first.
Step 5.
Complete the outline of hair. You can hide the face layer to check if the outline is good.
Step 6.
Now we can add the hair color.
Step 7.
Add light and shadow to the hair.
Step 8.
Add more shadows to the face so it looks natural with hair. (Don't forget to switch layer)
Step 9.
Now give our character some clothes. Create another layer and draw a brief draft of clothes.
Step 10.
We are almost done now.
Step 11.
Isn't his face too stern? Give him a little smile aaaand we've finished!
