Same as the Vaporeon but with the addition of the first attack useful for Fire decks. Because of the pesky discarding. And the multi part is a delight bonus if pulled off.
8/10. Energy Retrieval and damage. Not as limiting than what it seems to suggest.

Fire Dance seems prety good. 20 damage for one fire, plus it could help build up that massive hitter like Blane's Arcanine or the orignal Charizard (100 HP Damage one).
Multi-Burn seems pretty moderate, 3 energies for 40 or a possible 60. Add a Water and Lightening, or any other two base energies for your liking, and you can be hitting pretty good with a good status effect.
I don't know how Vaporeon is like but I give this 8/10.
Added Notes: Good base HP with two good attacks. I think it would be good for the energy retreaval for the heavy hitters like Charazard, Blane's Arcanine and Blane's Moltres.
