I think the old Base Set Electabuzz is much better, especially in a fast Haymaker style deck, but I must admit that card has its uses. It's just too slow of a card to be an improvement on its older brother.

Stages of Evolutions: Just like the others, good in situational.
Double Shock: Slow to power but the double coin guarantees a paralysis. The best feature.
Luster Blast: Good for last resort.
6/10. Viable effects but needs to play with other stall cards to compensate for time issues.
