I would pick something like what

Maybe a tyrouge if you change it's moves a bit so it knows something other than tackle for a while (Maybe karate chop?)

maybe it's a good idea to take tyrogue,horsea and pichu.
just let pichu learn an attack like spark under lvl 10,horsea gust under level 10 and tyrogue karate chop under level 10.
then they have type advantages against each other
