[ASM & Hex] A little help with pointers?

    Heya! I've recently been picking up hex editing (and been doing pretty well if i do say so myself), but I can't seem to figure out how to use pointers/branches (is that the right term?). Would it simply be XX XX XX XX, where the four pairs of numbers are simply the offset (eg. 00 3A 1B 90 would point to- well, that offset)? If not, could anyone perhaps explain it to me, or point me towards a good tutorial?
     
    And, expanding on this question, how would one make the pointing relative to the current offset? Context: making a battle animation right now, and want the animation to be insertable anywhere instead of in a specific place.
