Erm, I don't get the Bugsy thing too well. The spriting is nice and clean though.
As for the second, the background is too bright. Try making a different color on Paint for the sky. The "I'm bored" was funny!

Tanks for the feed back I have another comic but it realy isn't a megaman it's more of a E. Gadd(from Luigi's Mansion) comic, and I made it a while back
