I'm looking to replay one of heart gold or soul silver, is it possible to obtain Sinnoh only pokemon such as Chimchar and Piplup on those 2 games?

Yes and no, actually...
Before getting the National Pokédex, the only Pokémon from the Fourth generation that are available to capture are evolutions of pre-existing Pokémon like Yanmega or Togekiss. After that, though, many Pokémon from Sinnoh become available (for example, through Swarms, listening to Sinnoh's music on the Pokégear, the Safari Zone, and the Bug Catching contest).
Unfortunately, the Sinnoh starters need to be traded from other games regardless.

Also, trading in this generation can only be done locally due to non-3DS/Wii U wi-fi servers being shut down as of 2014. So if you don't have someone who can trade with you nearby you'll need either a second DS or you're out of luck.
