3rd Gen A problem.....

Hello!
Because of the non-working clock in my Pokemon emerald on my GBA SP, so I play it on my PSP. The other thing is I don't live in USA, so I can't go to Pokemon events to get eon, aurora, mystic etc. So, I used Gameshark codes for Pokemon I can't get and also used them to get all the tickets but when I go tot the ferry, When she asks for where to go, the options are Slateport\lilycove & Battle frontier.
The problem is why isn't she accepting my tickets?

What I'm thinking is that maybe, the codes are region-locked. Where do you live?
Look for codes for tickets from that area, it might work.
If that's not the issue, I don't know what is.

Come on, It's a GBA, It doesn't have features like PSP.... like: Only for USA residents.
