GIMP can help you create banners. I'm not sure if it does animations.

I use Photoshop CS2 for banners and Imageready cs2 for animations.

GIMP is free where as PSCS2 isn't. Imageready comes with Photoshop.

That's why you use GIMP instead, because it's free and doesn't require a product key, I don't think.
