A question about ROM patching

Hello, I am new here.. I am a little shortempered right now, because I wrote this whole thing, then when i tried to post it it deleted everything because i accidently had a URL in my post. ..So let me try this again.

I apologize if there is a better place for this.. I know there is a ROM hack board, but it looked like you should only post acual hacks, not noobish questions.. and so, here is my question.

I downloaded ShinyGold and Prism, and I have the emulator and the original clean rom for the game. My problem is, how do I patch the hack onto the clean rom?

its like this:
II. HOW TO PATCH AND PLAY
This is Very Easy, and if you can't understand then I give up.
B. Download a clean Pokemon Gold (U) ENGLISH ROM. I do not give links to ROMs, just do a google search and in about 5 minutes you'll find it.
C. Download a Gameboy Emulator, again, USE GOOGLE.COM
C. Use Lunar IPS.exe, click "Apply IPS Patch"
D. Select the Prism.ips
E. After it will ask you to select a ROM. Find the Clean Pokemon Gold ROM.
F. Use the emulator to open the ROM
G. Have fun

Bolded/underlined area is where Im stuck. Where do I find this Lunar thing?

your right there is a rom hacking board, but it has a separate simple questions thread, which is where this shouldve been.

Nevertheless. use Lunar IPS or IPSwin and make sure you have the IPS. file and the .gba file of the game youre patching over.
Its really simple.

God, this is going to make me sound even more like a noob.

So I downloaded it, unzipped it.. But the application wont open. It comes up then automatically closes.

Im running on vista, if it makes a difference..

Well, I went and posted it on the emulation board. So.. let this die.
