You need Sea Incense from Mount Pyre, it's near a gravestone inside there, as is Lax Incense to get Wynaut, although you get one from the lady in Lavaridge.

you have to equip sea incense to the female marill and then breed them together to get azurill.

My Prima Guide for some reason had a mis-print, it said you needed a Lax Incense..I found that out the hard way :(
