So, I've entered a tournament where only second gen. pokémon are allowed. This means, from 152 up to 251 with Uber clause, so no Wobbufet, Ho-Oh or Lugia either.
Since the amount of pokémon in this generation that are usable for a competitive team are incredibly low, I used the best I could think of or find.

Celebi@Focus Sash
Modest
76 HP / 252 Sp. Atk / 180 Speed
~ Stealth Rock
~ Leaf Storm
~ Earth Power
~ U-Turn
I personally can't stand slow Leads that aren't called Heatran. Heatran is just too cool, but not available.
So I chose Celebi. He's fast, strong and bulky. He can set up Rocks fairly easily, escape when needed and still do damage or start a small rampage of it's own.
U-Turn is to flee from something I can't attack. That would be something like Scizor and will damage Tyranitar too.
Earth Power is for extra coverage to kill of the fire pokémon that might switch in. I'm thinking of changing it to a Hidden Power though. I doesn't kill of that much.
Leaf Storm is strong and STABbed. That's it. It does a lot of damage to anything coming in or what's staying in. I haven't checked, but in Second Gen., there probably are only a few pokémon who won't fall. Fire types and Scizor/Forretress excluded of course.

This is a beast. He is my main physical wall. His defenses are incredible and has a high base HP stat. The standard Crocune is able to survive most Special moves after a CM or two. Crits are the only things capable of screwing everything up. RestTalk is to cure of status and heal and still attack. Surf is the best STAB move with 24 PP and base 95 power. Only Water absorbers are the real spoilers to this guy. Lanturn too, as he resists water 4 times.

Lanturn is an awesome special wall. He'll sponge up a lot of hits and hit a lot of things hard with these moves. Both Surf and Thunderbolt are STAB moves, which is always a good thing. Ice Beam is recommended for Dragons, but since the only Dragon I'll face is Kingdra, it's used for plant pokémon. I'm also quite sure that someone will use a Gligar, so those switch-ins will have a high price.
Thunder Wave is to cripple sweepers like Kingdra, who might be a problem. After T-Wave the most threats have been slowed down so much, even my slowest pokémon can take them down.

I hate Scizor. It's pure rape for most teams. That's why I usualy don't use it. This is an exception though. I love how CB Scizor works actually. He is my main physical sweeper/revenge killer because it's so strong.
Bullet Punch doesn't need an explanation I hope.
Superpower is for those other Scizors which I'll most certainly fight and also to take down Tyranitar. Although BP might do that too.
U-Turn is an easy flee/damage strategy, the same as with Celebi but now with boosting nature, EVs and type.
Pursuit is for the fleeing pokémon, such as Blissey or the rare psychic I'll find. Perfect for Xatu if I run into one.

This is a beast. Because of the rules, he's the fastest thing around. When I get up at least one CM, it's almost over for my opponent, assuming I've eliminated his counters. I'm not sure about the moves though.
Thunderbolt is an obvious STAB, Shadow Ball is an alternative way of attacking in this metagame actually. It's just the best other move too. It can kill one or two psychics, Espeon maybe or just to damage things immune or resisting to Thunderbolt.
Hidden Power is a bit of a problem. I won't fight your everyday pokémon.
Ice would only be good to Meganium and other plants and grounds.
Grass is a Quagsire killer and can take out rock/ground pokémon like Donphan and Gligar.
Fighting would kill Steelix and normals, both of which can easily be done by others too.
Fire kills Bugs, Grass, Steels and maybe a Sneasel.
Ground can take out Steels, Rocks, Fires and more importantly, opposing Raikou's.
Water is for some Fires, Rocks and Grounds. Not very usefull actually.
Dragon is the last thing. It's neutral to everything but Steels, but is also my best Kingdra counter so far. I am seriously thinking about using this.

EDIT: Crap, crap, crap, crap, crap, I just realized Crobat is Second Gen. too. This changes things. I won't do much against Raikou and only give me extra set up time, but it could help my team. I has speed, and a lot of it. It has Ground immunity. And can use Specs'd HP Fight or CB U-Turn. It won't KO, but U-Tun gives me the opportunity to switch to either Scizor or Suicune to kill that thing of.
So the other possibility for a sixth member is:

This is the Flygon of Second Gen. It's fast, has some power and can scout. This can beat a lot of pokémon with Brave Bird as very powerful STAB. Cross Poison is kind of a filler on this thing, as it doesn't do too much to most pokémon I think. Pursuit is for the same reason as it's on Scizor. It can take out the rare ghost and the fleeing. Choice Band is to give it some kind of punch to it's rather low Attack. Together with Scizor or Suicune this guy forms the Tyranitar counter of my team. Or at east, I hope it will. I've tested this team with a Unown and I could handle a few Tyranitars, so this guy should do the same easily.

[CODE]So I stopped here. With just five pokémon. When looking at my weaknesses I find this:
Fire: 4x
Ground: 2x+ 2x
Electric: 2x
I haven't listed Celebi's weaknesses, as he isn't a sweeper or wall or anything like that. He will become some sort of kamikaze after setting up rocks and maybe damaging some other dudes.
So, the remaining four pokémon have just four weaknesses in total. One 4x thoug. But I've got both waters to take those hits.
Electric is taken happily by Lanturn and Raikou could take a blow too.
Ground is my main concern here. Suicune can take a few hits, and Scizor might take one too, and Celebi if it's alive at that time. I probably need something immune to Ground or resisting to complete my team though.
So my final pokémon is preferably ground resistant.
Before we go there, I'll set up a list of things to encounter.

This is every usable thing. Things in Red are problems.
Pokémon marked with a * can be stopped by Suicune, when used properly.
Lanturn, Kingdra, Tyranitar and Quagsire are my main concerns. With enough CM's, only Lanturn remains a problem and Quag if it ahs Water Absorb.
So, I need something with a Grass move, Dragon move and Ground(/Fight).
Further, Wish Support may be vital on this team. I'll choose HP Grass to take down Lanturn in a 2HKO, hope I've got a boost when encountering Kingdra and take Quag of the list.
Scizor, Forretress and mainly T-Tar. Though T-Tar fears Superpower, it still is dangerously powerfull. Opposing Scizors can be taken down by a Fire type, but that will most certainly not help my Ground weak.
I tested some things. Forretress is typewise a problem, but Suicune destroys it easily. As will +1 Raikou I hope. Scizor can be walled out too and BP won't do enough to KO.
So, the main focus: T-Tar. My Unown quick fix will fail that for sure.
