If you are sending the dogs you dont have to, you just have to use the download and play feature from platinum.

why don't I know all this, what download feature also can't you catch victini at castellio city
 
You unlock the relocator by going to the top floor of one of the places in Castelia town and the password is "Everyone happy" then "Simple Connection"

with mistery gift you can get the liberty pass (dont know if you still can) and then go to an island to catch victini.
 
Getting Victni is easy but be sure to get heaps of great balls. He likes to pop out of them. Be aware he's only Lv 15 too.

Then just get the pass at a poke center and then board the boat in castellia. Make sure to bring a lot of pokeballs.
