Able to use HMs with no badges and no pokemon that know it?

    I don't know why but I am always able to use HMs like surf and rock smash even though I don't have any badges or any pokemon that know the move. How do I fix this?
     
    This is only in debug mode, for testing purposes. Try to launch your game with the Game.exe file and you won't have this problem.
