    Is there any tool which can change the starter in Heart gold/Soul Silver?

    Rom tools?

    Uhh, I don't know of one, but you could just quickly change with Pokesav or something...

    Though, that may not be the reason for your goal...

    Eh, once again, I know of none.
     
    Try looking in the emulation/hacking section or googling - such questions don't go here though. Closed.
