I added some new tiles from a HGSS tileset to the default tileset and now "Outside" has very little collision, pretty much only water edge tiles, even though those same tiles that are missing collision have it on "Outside Waterfall". I think in the future I'm going to stick to default tilesets for my games or go all in with a custom from the start.

For anyone having the same problem : The problem was adding the tiles messed with the settings for what could and couldn't be walked through. You have to go into the tileset in the database, onto the passage section and set everything you don't want to be able to walk through to the x mark.
