I am just starting making games and would like to know what tools do I need for ROM hacking or game making form scratch I would like to make somthing like pokemon ledgends where you can catch all ledgend pokemon.
tell me what would be best I will download anything for pokemon.

RMXP, but it cost.
But I think it is the most suitable for starter.

This is NOT the Rom Hacking forum, did the forum description not make that clear enough to you?

You will need RMXP,RM2K3,RM2K,Game Maker or Sphere to make games.

Or you could use a less popular engine if you wish.
