There are lot of people (including me) who play pokemon gba games on their mobiles.As there is no app that can patch .ips files on mobile and every emulator requires .gba files,p.c. should also provide the .gba files so that everyone can play the hacks on mobile as well as on a computer.

Distributing ROMs (.gba, .nds and files of the sort) is illegal. It won't be implemented (nor should it ever be imo). You could always patch the file on a computer and transfer it to the mobile device.

Illegal things will never be permitted on PC. Rom Hacking forum also has its rules and the most important thing is that you may not distribute ROMs. That's why .gba, .ds, .gb, ... extensions will never be available.
