I think so. If not by levelling up, then at least through breeding. Typhlosion's flames themselves are like an eruption and Typhlosion's classification is 'Volcano Pokemon'.

Yeah I think the same. Sky Attack is really powerful, though slightly innacurate. My favourite flying attacks are Aerial Ace and Air Cutter.

But you forget the term "balance", MUSION. If Typhlosion could learn such a powerful attack through hereditary methods, it would unbalance his strength as a "starter" pokemon, which are normally classified as moderate-semi strong, a range he would certainly exceed if such was the case.
