    I mean what does it do in FG/LG and Emerald? There's practically nothing in there aside from a couple of Zubats...
     
    Altering Cave has no purpose whatsoever in the game. It was created with good intentions to allow rare Johto Pokemon to show up there after you had used Mystery Gift with another cart, but that idea was scrapped altogether. Now it is just a cave where you can EV train. Nothing more.
