Can anyone give me Script for Using Running shoes on Fire Red without Holding B button. and also for disabling running shoes.

That would require asm code.
Learn it from many of the tutorials or kindly ask a member whom is good at asm for help.

Why would you want to though? The player wouldn't be able to pass by trainers that turn around and I'm pretty sure the player would encounter Pokemon more often.

Open your ROM in a hex editor and change the byte at 0x02037078 to 02 according to this link below. I have not tested this, though.
