u want an annoying milotic??
well just use

EVs - SpAtt 128, hp 256, SpDef 128
toxic/confuse ray/mirror coat
mirror coat/surf
surf/ice beam/mirror coat
recover

very similar to frostweavers
i recommend navy coloured moves..

I think it's more annoying to Trick a Choice Band onto your opponent:

Grumpig (Thick Fat) @ Choice Band {HP+110 PhDf+200 SpDf+200} [+PhDf -PhAt]
Seismic Toss
Confuse Ray
Toxic
Trick

The only other Pok?mon that could possibly Trick a Choice Band is Alakzam, but its low defences make it hard to survive any damaging move after you've traded the Choice band.


The Modest nature would be fine for the previous move set. Grumpig has low Physical Defence. The Bold nature makes up for that somewhat, but Grumpig's Special Attack isn't perfect, either.
 
problem with Grumpig and Kecleon is that the opponent pretty much instantly recognizes them as trick banders, so they'll just send out whoever benefits from the band the most to take it, such as metagross or aerodactyl.

on the other hand, Alakazam is expected to sweep, so giving the opponent's special sponge the band is an excellent idea.
 
Where Do I Get Chice Band? Battle Tower?
 
After you have defeated six or more rounds (of seven oppponents each round) of Battle Tower challenges, you can collect a random item other than the EV enhancers. One of the random items is Choice Band. If you lose the Battle Tower challenge at any time, then you will be reset to zero rounds won.
 
You can also get a choice band from Pokemon Colosseum, at an impressive 10,000 Poke Coupons. It'll take you a while, but it's easy to get that many. Also, you have a source for several Leftovers items too, at 10k a piece.
