What country? Not all online retailers are reasonably cheap when you factor in shipping if you're not in the same country.

Online, most sellers on TCGPlayer are reasonably priced for singles. Major retailers like Target and Wal-Mart (but not on their marketplace where non-Wal-Mart companies can sell) are the best place to order individual product at retail. Barnes & Noble, when they have Pokemon product, will have it at retail as well unless it's being sold by a smaller bookstore through their marketplace. Pokemon Center will have Pokemon product at retail price, but stock sells fast.
Unfortunately, sometimes new product will be above retail because wholesalers are marking prices up as well.
