Tentaool and Tentacruel was the name of the episode, and... it's just a green pokeball. I think a few characters have had them. They don't seem to have any special purpose, they're just painted differently than the usual red.

The top pic was a episode called "Tentacool and Tentacruel!" And for the bottom one would be my guess a diffrent Pokeball or just painted, I don't know >_<

Like she said, it is just a green pokeball but I have never seen the episode before.

The green Pokeball is from the very first episode in the series with Ash watching TV and excited about getting his first Pokemon.
