Anyone want to help me make a Rom Hack?

I want to make a FireRed Rom Hack based around Kecleon. This is the basic Idea.

You are a mage in the land of Septaria, where mages use their powers to make containment capsules to capture Pokémon. One day as you go to walk to the next town on an errand for your mother, you see a strange man being chased by a wild Eevee, that is trying to grab his bag. He drops a container, which holds a Kecleon inside, a species long thought to be extinct, due to the number of magi who skinned them for invisibility cloaks. You then battle and promptly defeat the Eevee. The man thanks you, and while he is talking, the Eevee wakes up and touches the Thunderstone in his bag, and evolves, then runs away with blinding speed.

The Team will be Team Revival, led by a member of the underclass of non-magi.

He wants to reanimate all of the skeletons of Kecleons that have been killed, and in the process, turn them evil and use them to overthrow the Magi.

I also want Kecleon to evolve into a Pokémon that looks like a Kecleon mixed with a Komodo dragon, and have the evolution be called Keclemodo.

Does anyone want to help me with this? As it turns out, I fail pretty hard when it comes to Rom Hacking. I'm bad at Spriting, mapping, and editing graphics and cries/music. So, basically everything. I would be really grateful if anyone would help me with this.
