3rd Gen Arbok evolves?

I'm glad PokeCommunity is back up, but I have a question

I was watching pokemon to see where Ash is in Hoenn. A commercail was coming and Ash asked which pokemon does Arbok evolve to.....
When the show came back on Ash said it was Seviper

Does evolve to Seviper? If it does, what lvl?
