Are Legendary Pokémon Too Weak?

Actually Legendary Pokemon are not weak at all. When the stats is added up, Arceus has the highest, second after him is Mewtwo none of which are Boxart Pokemon. If you EV train and Arceus good and give it the right moves it will probably be the most powerful thing you can ever have.

I guess it's because I'm typically underlevelled once I get to encounter the title legendary Pokemon, but I've never really found them to be weaker than the majority of my team members. In fact, even without EVs, they're usually on-par with, if not better than, the Pokemon on my team, which is the reason I avoid using them.
