Are the Starters' Second Evolutions Neglected?

They definitely are neglected, or at least forgotten about a lot. The starter pokemon's first stage evo is always cute. The final form is super strong. And the middle evo is just in-between. Nothing really stands out about them, although they are normally a good pokemon in their own way.

It's the same with any 3-stage pokemon really, not just the starters.

Poliwag is super cute. Poliwrath or Politoed are strong. Whereas Poliwhirl is just kind of "eh" no one really cares about it.

Same with Nidorino or Graveller for example.
 
I'd say yes they are. I mean..they don't look cool or cite. That explains everything.
 
I love Ivysaur and Quilava, they are high on my list of favourite Pokemon.
 
I think middle-evolutions aren't so good. But if I think about Ivysaur I use it a lot in SSBB. And another pokemon is middle-evolution of my favorite pokemon so I think middle-evolutions are right there where they have to be in a middle. So my favorite pokemons: Cyndaquil-Quilava-Typhlosion. I like Typhlosion most but Quilava is great secondary :)
 
yeah they are neglected. Bayleef got the most screen time but it's not even close too other pokemon
 
i think all 2nd evos are neglected, maybe except for those which have to be traded to get the 3rd form like graveler or haunter (im talking of the games, not the anime)... and of course kakuna isnt forgettable too =)
 
They're just like the middle children in the family, not the coolest or cutest, so that why they get ignored because nothing makes them stand out :3.

But I'd have to agree.
Second stage evolutions are less memorable [Although, I can remember them all off the top of my head]

Well, my siblings have a habit of keeping their starters in second stage, and quilava is one of the few 2nd gen-specific pokemon I don't forget exist.

generally the second-stagers with the most publicity nowadays are Grovyle and, well, uh, that's all that comes off the top of my head, but then I don't get cable.

Quilava isnt neglected, thats for sure.. I think it's one of the best pokémon. I dont forget other second stages except with 4 gen starters..
 
I wouldn't say that, especially during the third generation. And Magmarashi/Quilava is awesome.

I, personally, really like a lot of the second evolutions. I like Fushigisou/Ivysaur, Kameiru/Wartortle, Beirifu/Bayleef, Magmarashi, Juputoru/Grovyle, Wakashamo/Combusken, Hayashigame/Grotle, and Moukazaru/Monferno. And, out of the last two fire-types, those are the only evolutions I like.

but seriously....most people forget about the middle pokemon because there rushing to get them evolved to final stage...... [which is actually a big mistake.....previous evolutions learn attacks quicker than there next stage]

1st gen: Definitely!!!

In Johto, sort of

Hoenn, not at all! stage 1 got more stage time than any.

So far in Sinnoh, so-so, pretty even with basic + first stage.
