Are traded Pokemon with four egg moves hacked?

Why would anyone want to do this though?

Because they can be re-taught through Move Reminder if they are forgotten, thus giving more options for people that breed/receive them.

Are these Pokemon hacked?

Most likely not. Having four egg moves is extremely easy to do, so hackers usually don't even bother with them. I do it all the time myself for the above mentioned reason.

I love breeding for egg moves and 4 egg moves isn't hard. Did my Shuppet with Confuse Ray, Destiny Bond, Phantom Force and Shadow Sneak. Did some Treecko with Leech seed, Synthesis, Grass whistle and Dragon breath. So yeah, no hacks.

which is lucrative, as people often trade breedjects. It can save a lot of time.
