Are your pokemon over-leveled in the beginning?

My Pokemon were over leveled when we were facing Falkner.
 
i once had a blaziken before even entering rustburo... 3 hours of battling lv 5 wild pokemon *shudder*
 
Chronically, horribly underlevelled. I tend to plan out my team, then pick up members as I find them and never switch anyone out. I spend all my money on repels and super potions, though I do fight most trainers. On my silver game that I aborted halfway through to make room for my monotype challenge, I battled the elite four with pokemon ranging from levels I think 32-38. Of course, when I finished, it was a good bit higher. Plus a level 28 magmar that I booted soon after. I've never had a level 100, bar rare candy cheats, and in fact the highest leveled poke I've ever had is a level 78 Dragonite that I used absolutely exclusively in Yellow for my monotype challenge.
 
My levels tend to be similar to the Gym Leader in the traditional games. Gold/Silver/Crystal are the only exception. My whole party was overleveled by about 10 for the e4. I remember going for the Red fight with four L100's in Crystal...

I do get underleveled normally when closing in on the "boss guys" from the 'shadow' games for the Gamecube.
 
Mine are always over leveled until I get to like the 7th gym.
Like in Emerald, I had a level 60 Swellow at the 3rd gym.
Turns out, Juan can deflight birds.
 
All my party members are usually around 10-15 levels higher than the leader.
 
I like a little challenge.. so my answer is no.
To me it's a waste of time to grind when the only reward is finishing the game quicker than usual.

srsly though, i'm always underleveled.
Grinding is boring as hell. ;_;
