Eh, No they aren't...
Maybe Misty has a crush on him, at the most.
In japanese version there weren't hardly as many clues to that pairing as there are in the dub... 4Kids added alot of those in.
they did the same with Misty's Song.

I noticed that the person who does the voice of Misty didn't even sing that song.

We do have a shipping thread to cater to all sorts of those needs. Yes, Drew's right--it's mostly 4Kids. The Japanese producers see her as a character/foil than a romantic lead. Thank you.
