Why doesn't Goku's tail grow back when he's adult?
 
Because it was removed permently, but grows it back in GT

What does being Super Saiyan have to affect one Half Saiyan's effect to have a tail?
 
I have no idea.

Why do we have to ask so many questions?
 
Because it's fun.

It is speculated that both the reasons that Goten & Trunks were able to achieve super saiyan so easily, & the apparent loss of tails, were due to Goku & Vegeta ahieveing super saiyan before their conception.. That seems one of the best explanations.

How do I know that?
