This Blissey is interesting. According to an old FAQ, Blissey, Skarmory, Gengar and Salamence were migrated from Emerald while Chomp and Ttar were bred and raised on a japanese diamond. But whats weird about Blissey is that its name is in japanese and its caught in a safari ball.

This means that this blissey is from a japanese FRLG. But the biggest mystery is how the person who caught it managed to get a chansey with bold nature, natural cure as well as 31 hp ivs and good ivs overall. I would say it was RNGed but RNGing in FRLG is quite hard due to flunctuating seeds and i dont know how popular rng was in 2004-2005.

It's possible, especially since the Synchronize ability works in the Safari Zone to help you catch specific natures, even if the synchronizer isn't actually sent out. As long as it's the first mon in your party the ability will work. Tough to meet all those conditions, but not impossible!

you are correct however this effect of synchornize debuted in Emerald. In FRLG, synchronize had no effect outside of battle so it could not be used to manipulate a wild poke's nature.
