Awkward

Slowbro owner would get it. It is his Pokémon that evolved, if the Shelder bit onto it, then that is their fault. The trainer should have kept their Pokémon close and not let it bite the Slowbro.
 
This happened in the anime with Jessie... and last I remember, Slowbro was never "released", it just left. So I'm guessing when it evolves, it does auto-release itself, and has to be recaptured. (Or choose who to be with, probably)
 
I think the person who had the Slowpoke in the first place should get both Pokemon. Hey, Shellder attached himself to Slowpoke for a reason!
