[Question] Balancing Fusion Pokemon Help

    Hello! I'm working on my very first rom hack, a Pokemon fusion game. I'll be making a Pokedex of around 150-200 fusions that I'm currently working on making sprites for and I think they're turning out great so far!

    My question is what would be the best way to balance their stats and movesets? I'm not too knowledgeable about stats, movepools, etc and want the game to feel fair more than anything. If I give the fusion the full movesets from both Pokemon would that be too many moves? Or would it be better to trim it down a little to only the moves that would 'make sense' for the new fusion to have (I'd like to basically treat them as their own unique Pokemon with custom dex entries, etc instead of a simple fusion). I'm especially lost when it comes to stats too!

    If anyone has experience with this kind of thing, or has any thoughts in general I'd love to hear. I really want to make the game enjoyable as well as being able to show off the sprites I've made. I'm currently working on this game completely on my own so I'd appreciate as much help as I can get!
     
    About the stast, the most pokemon have around 500 -510 fully evolved, so if you want you can use this basic stats or you can use the base stats of one of the two pokemon u fused and have the base stats of the 2 pokemon combined like a caterpie rattata fusion but you have the base stats of caterpie, you give the atk and spe base stat of rattata and you lower the other ones.
    For starter they have around 530 - 540 so keep it around that, pokemons that dosent evolve have from 400 up to i think 540 so for this one you choose (btw 540 its a lot compared that a lot ot of competitive pokemon that arent legendaryes have around 530 base stats), for pokemon whit 2 stages i think you can stay on the 400 up to 540, for sudos give them 600 obvyusly(btw you can make than 1 sudo i like those hmmmmm hmmm hmmm tyranitar the best hmm hmm hmm), pls don't make pokemon like slaking none is going to use them.
    If you want to make custom pokemon stats i say u can base by having 2/3 stats that you make high and the other ones you lower, usually some pokemons have atk and spatk closer by like 20 stat points this is usually usless unless the lower stat has a move that is broken but usually people choose the higer one so if you want don't make pokemon whit atk and spatk close to each other.
    Myrhical they all have 600 stat points 100 for each stat and legendaryes have always 600 or more arceus is 720 so don't go tooooooo high like hhmmm hmmhmhmm gigamax eternatus 1190 stat point hmmh mhmhm mhmhm.
    Pokemon whit high stats usually are in the slower groups i mean expireence group if you don't know what im talking about search it up.
    For abiltyes i say you can use the ability of one of the pokemon they are usually decent in some cases broken (huge power).
    Movesets if you use both its a little bit too much maybe take the most important ones of the 2 of them and put them togheter.
    Pls dont make fully evolved pokemon whit 5 stat points on a stat (im looking at you chansey).
    If you are in difficulty whit stat point use this trick have at least for fully evolved pokemon 2 stats that are 50 2 stats that are 100 and the other fill them how you want. remember slow pokemon are usefull for trick room so speed is not a stat that you have to to worry about that much just dont surpass mega reyquazas speed.
