I have a question about the berry's that lower EV's in Emerald. I would like to know if they can lower all EV's to 0 so you can train again for the 510 EV points?

Yeah depending on the berries, it lowers the EV's by 10 for a certain stat for each berry that you give them. So if you keeping feeding them enough, it will lower to 0.

Thanks a llot ShurikenZ you know everything! =P I thought that the berry's only lowered 10 EV's but from what you said each individual berry lowers 10 EV's i get it now. Oh and I have another question about EV training if a Pokemon has a nature that decreases a stat is it worth EV training it on that stat like if i have a Pokemon with a quiet nature and i train it to speed it up would it be worth it?

No, it wouldn't be wise to max out the speed then, since it would be a lot lower then having it be an increasing stat, and also in some cases theres pokemon that are just really slow, and dont gain in much speed stats even with a Hasty nature, those wont be worth it either.

Here ill make a chart about the berries too

    Pomeg Berry = -10 HP EV's
    Kelpsy Berry = -10 Attack EV's
    Qualot Berry = -10 Defense EV's
    Hondew Berry = -10 Sp.Attack EV's
    Grepa Berry = -10 Sp.Defense EV's
    Tamato Berry = -10 Speed EV's

aww I guess I shouldn't speed up my quiet Mewtwo then. =( Well thanks a llot for your help but I have 2 more questions what is the difference between Attack and Sp.Attack and between Defense and Sp.Defense if a pokemon has a high attack or defense what is the purpose of sp. attack and sp. defense is it for TM moves? And how do you know what status to EV train for is it for what their naturally good at like Charizard that has good speed and sp.attack stats?

Sp. Attack and Sp. Defense are for Special moves (In the 3rd Gen, those are Fire, Water, Electric, and some others).

So if i teach a pokemon a special attack or defense move i should EV train for Sp. Attack and Sp. Defense do you know where a can get a list of these moves?

Well if you make your pokemon a special sweeper, which only uses special moves, then its best to give it EV's for sp.attack, which makes sense, so who wouldn't? EV traing for Sp.defense will only help defend off you opponents special attacks, but there is also defense too, so you have to decide how you want to organize it.

Heres a attackdex from Serebii, if you want to check for picking moves.

Everything makes sense now thanks a llot ShurikenZ that's all i wanted to know. =)
