It can go either way. I mean Mewtwo was a fairly recent creation, but he certainly made his mark. I personally would class him as a legendary Pokemon. Look at his power.

Lugia just looks cool
Jirachi is all 100, so it's in the middle.

But, the best one is Groudon! It's really powerful if you train it up to level 100!
