I'd have to say Mew to be the best since Mew's DNA formed Mewtwo and it can learn every TM and HM.

Keep in mind that Mew was IMPROVED upon when they created Mewtwo. They just didn't bother with the variety since about 70% of all Pokemon techniques are worthless.

Articuno, Darkrai or Giratina.

Sure MindReader-SheerCold isn't efficient, but it's great fun in the Battle Tower.

Darkrai makes quick work of anything with Dark Void and Bad Dreams.

Giratina has amazing types, I think. Its specialty, Shadow Drive is a tad weak since it's easily blocked by Normal-types, but its other attacks are great.

IT wasn't the uber team, since there IS an uber metagame, it's the team itself...no balance.

Lugia and Mewtwo are two of the coolest legends ever...they are win. Let's not forget the dawgs.
