Um, just like the title says. Like where can you get SA EV's for Pikachu? Thanks for your help!

Surf around on the lakes. You find nothing but Psyduck and Golduck there.

and the very best lake to do that is the small one in the south-east corner of the resort area

A little bit of additional advice, bring a Pokémon with Sweet Scent. Surfing for wild Pokémon encounters can be a bit slow, so using Sweet Scent to activate a battle immediately is more productive. Especially in the Resort Area lake...this is what I do anyway. x_x

yea, it's a bit slow there.. but i just watch tv while i do it.. as long it's not your main activity it goes pretty fast still

Try the water route before the elite four. You should run into some pretty decent leveled pokemon there.
