I would say Mewtwo but everyone here me out.........MEWTWO IS NOT A LEGENDARY POKEMON HE'S NOT EVEN A LEGEND..Mewtwo was created by the DNA of Mew which mean he made by human the game was based 1995 and the bio said he was created in 1990 and you can't make yourself Legend like that. So it's clearly stated that he's not Legendary but I will say he's the Undisputed Pokemon of them all
