well i would have to say articuno and Blissey IMO
of all time would have to be mewtwo and lugia - one is great in the offensive one is great in the defensive.

in the game its probably the deoxys forms,mewtwo,lugia,kyogre, its the way u train a pokemon that makes them powerful so there is no one master pkmn in the game.
in pokemon itself mewtwo is OF COARSE the strongest pokemon(it deflects ANYTHING!!!),then mew.
