Best program to make 2d side-scrolling games?

    Like the title says, what is the best program to make 2D Side-Scrolling games?
    Post what you think is the best program and why you think it is good.
    I need it so I can make a MapleStory game(if you know what MapleStory is xD).

    The only one I know of is Game Maker. That's not the best suggestion though, because it wars with your system for processing power.
     
    Eww, Seriously don't try Game Maker...

    I tried it for a month before I started using RMXP, and it was horrible...
