best sleep caster?

Persian's a fun sleep inducer with that 115 base speed.
 
If u can get 1, my movie darkrai owns. Dark void puts both pokes 2 sleep and has a higher accuracy than hypnosis. of course u can only use it if the uber and sleep clauses arent in use but otherwise its the way to go :)
 
Umm... nobody uses ubers anymore unless its in-game.

Togekiss isn't an annoyer pokemon but it certainly battles like one.
 
um ... whats a good pkmn with a paralyzing atk(thunder wave...) and that also has sleep.....except crobat
