Best Team Plasma Cards

Once I get enough cards I'm hoping to eventually build a Team Plasma deck for the legacy section on TCG online. As the cards are in 3 different sets of booster packs I've done this poll for you to vote what you think has the best cards. If you don't know legacies are like old cards from gen 4 and 5.

I'm pretty sure Plasma Storm has the best Team Plasma Pokemon in Lugia EX because of the Overflow Ability.
