A week ago i found one at level 91 and i caught it but when i fished again i just found one at level 52
PS:Now i have a level 98 gyarados!!!
 
I've been hunting for the ruler ever since I found this thread. XD Highest level so far has been 74. >_>
 
ive got one level 77 on my 5th try :)
