If you're interested in discussing ideas and new mechanics for new generations then you should stop by Pokemon Gaming Central as it's the go-to area for discussions on Pokemon gaming as a whole, future gens included. But if you're looking to actually create a ROM hack with your ideas then the Beginner's Lounge would be your best bet - you can get help and post hacking ideas there.
