What is the best way to determine what EV's I should train for a given pokemon and what IV's I should breed them with? Also how do you determine the best nature and ability to have on a pokemon?

There's no clear-cut answer to this, since there's a lot that goes into competitive set building. The right EVs, IVs, nature, etc., depends on what other Pokemon it's teamed up with and what role you want it to play on said team (for example, you may want it to play a more defensive role and may therefore opt to invest more in defensive stats, but the same Pokemon may also be suited for investment in a more offensive role). It's a broad topic and there's whole websites dedicated to it, and even an entire section dedicated to it here on PC.
I'd say consult Smogon and ask around the Battling & Team Building section. Gonna close this though because it's much broader than just ORAS. Hope you do manage to find your way into competitive battling soon though, and hope you enjoy it!
