It's true that Pokémon may inherit moves from it's father Pokémon, but the moves it may inherit are preset. A Pokémon may only inherit TM/HM moves that the it may normally learn from a TM/HM, or other preset moves called Egg moves. Also, aside from elemental types, Pokémon also have Egg-types (or breeding groups). Unless two Pokémon have at least one similiar Egg-type, they cannot breed.
Knowing this, you're idea would not work. The Pokémon Wynaut does not have an Egg-type, and cannot breed. If you were to evolve the Wynaut into Wobbuffet first, she would still not be compatible with the Pokémon Kecleon for they have different Egg-types. Let's say, however, that you were to breed Wobbuffet with a Pokémon that did have the same Egg-type, and also knew the move Psybeam. The Pokémon Wynaut has no TM/HM moves that it can normally learn, nor does it have any Egg moves. Therefor it cannot inherit the move Psybeam. The move Psybeam is not a TM/HM moves that the Pokémon Wynaut can normally learn, nor is it one of Wynauts preset Egg moves (Wynaut has none).
