If i breed my pokemon battle revolution pikachu, will the pichu have surf and volt tackle too?

No. Any Pokemon Attack on a Pokemon that's obtained through a special event cannot be passed on.

But Surf is the better attack since in competetive, its a special attacker.

aaand u can save Hiddenpower for an Ice type move.

Also, only male pokemon can pass down egg moves and such, so even if it could pass down surf and volt tackle, the PBR pikachu is always female and incapable of passing down moves.
